An official solution to fix PVP freeze and crash

I have problem of freeze and crash in Cyrodil in large fights >20players on the screen, both PC and PS4 version have the same problem..
Got the following solution from ZOS support:
1. Fully turn off PS4 for 10 second an restart.
2. If solution 1 can't fix, delete and download the full game again and install.
The 1st solution didn't work, and reinstall the whole game will take me serveral days of download as i don't have fast internet.
Did anyone believe it's going to fix the problem? Did anyone tried to reinstall the whole game?
Support said if those solutions cannot fix the freeze and crash, I should contact Sony for help . Is that mean it's not the problem of their game?
