I play ESO on XB1, and needless to say, I think choosing a name in ESO for a character is pointless, for the fact that you never see a player's name on console, only gamer tags. Not sure about PC, but name change is virtually pointless on console.

Actually, not quite how that works.
On Xbox One, you only ever see another player with their GT underneath their health bars. Trade with them, it's their GT. Invite them to a group and join group chat, you see their GT. Further, there is no "privacy" when all you have to do is place your target reticle over another player, open up the radial menu and select "View Gamer Profile". The only time you ever see a player's character name is when they craft something for you. At the bottom of the item's description you'll find "Created by: Character Name".
Not sure what version you're playing, but character names are practically non-existent. So, with that said, there is/was no reason for me or anyone else to spend X amount of time picking a name when all you ever see is a GT (not including quest dialogue).

Now, unless you're saying that people have some REALLY stupid and random gamer tags, I'm inclined to trust the official support on this.
The UserID, the gamertag, and the PSN ID are the unique name of the player's account (no two users can have the same UserID, gamertag or PSN ID). It is also a publicly displayed name that will be visible in-game by friends and guild mates.
The character name is the name that is proper to individual characters. It is the one that is displayed on the public chat channels. Players who don't know each other well enough will have to use the character names to /whisper each other.
