tempers from refining?

so im vr14 and trying to get purple and yellow tempers for clothing, is it the same chance to get the yellow/purple from lvl 1-15 raw materials as it is from vr 9 - 14 raw materials?

also is there a better way other than buying from a guild trader

Yes, there is a much better way than buying from a guild trader, especially for consoles: ESO Trade

As far as refining goes, the level of the raw material doesn't matter. As long as you have your blacksmithing passives maxed out, you have the best chance of getting tempers from any level raw material.

are you sure because i just refined raw hide and only got 2 greens... i refined 110 im not sure what the rates are

Sorry about that, I re-read your post and you were talking about clothing materials. To get the best chance of refinement, you need to have Clothing level 50, and your Unraveling passive at max rank. The level of the raw materials should not matter if your skills are maxed out.
