for example, if i have a level 5 style clothing that i like (or shirtless for that matter), i think i should be able to keep the style, even if i get better gear

That's what the motif books are for, gives you way to craft in a certain style that you like.

There is no way to "glamour your gear" as in Final Fantasy.
As mentioned once you learn to craft different styles you can then make those. Or you can ask to have them crafted from another who knows. If you have the Imperial Edition of the game, you can right click your equipped gear in Inventory view and change them to Imperial style.

Yes, it is something we've (well many of us) have been asking for for quite a while. Hopefully Zenimax will provide the capacity to do so in some fashion at some point in the future, though I seriously doubt it. The best we can hope for are Crown Store costumes I believe.

And on that, there are actually Soul Shriven Costumes coming to the Crown Store at some point in the future (They have been data mined), so perhaps that is something that might work for you?
If you can be anything, be kind.

Crafted gear is better than drops, especially early and mid game, collect racial motifs and you can create any fashion combination you want.
