Dragon Knight PvP build help - 1h and shield or 2h

Basically I've been looking at pvp builds and a lot of them recommend 2h for dps.
But when I look at the skills 1h and shield does more base damage than 2h abilities so surely that would be the better choice not only do you gain more armour but you gain more dps.
So I'm sure I'm missing something here which makes 2h better dos.
Any help appreciated.
