Community input, Tanking changes vs Telvar stones

Just an observation more than a question really; wondering why the huge tanking stamina regen change wasn't put up to community/PTS input like the Telvar stone looting matrix is? Obviously both are huge issues to the community and to the game, yet only one gets the option of a possible change/rollback/percentage increase/decrease?

Things that make you go hmmmm...

    Because sometimes ZOS wants to make changes to the game that are so far out in left field that they weren't even on the community radar.

    They seem to think their closed internal testing is a better measure then the people that play this game every day.

    Permablocking was effectively fixed in 1.6 with the changes to armor. I haven't had an issue with permablockers since the patch. I have barely seen any complaints about them on the forums as the counters to holding block are well known now.

    Blocking doesn't need another nerf. If having tons of champion points in the block passive is what is causing this, then it is the champion point system that is flawed, not the blocking mechanic.

    Nerfing blocking hurts lower level characters but anyone with enough CP, can handle it. The real issue is that the champion system offers no drawbacks or tradeoffs. Get 3600CP and you get all the things, you don't have to compromise damage for blocking, or regen for spell power.

    If the CP was limited, where you had to respec to fully max something, then we would get more variety of builds and wouldnt keep having to nerf things because people have tons of CP.

    I think it will come in the PTS as well and if nobody can complete content they might look at changing it. They haven't specifically said that they are looking at it but that is what to PTS is there for as well.
