Bear with me...having these issue is no fun and I understand your pain.
But over 99% of all the players on pc have no issues at all. So the game is far from messed up.
The amount of people with issues is NO higher then with other games.
So while you could claim that they should solve it for the full 100%, doing so is impossible and striving for that would mean they dont have time to do other important things like new content. So it is normal to accept a certain amount of issues that some people suffer from. It is not nice, but there is simply no other realistic way.
First why it is impossible to solve all problems.
Running a game effectivly is depending on 5 important factors.
1: the program
2: the hardware
3: the drivers
4: the OS
5: support programs (e.g. direct x, virusscanners, etc).
I have seen very often that programs, fully designed within the standarized restrictions of e.g. direct X or windows , still having serious issues, cause direct x or windows is not holding to thier restrictions. The reason is simple. Direct X will never get blamed for a badly running game, it is always the gamedevs who get the blame.
The same goes for drivers, hardware, the os, etc.
There is also a 6th factor and that is the user. I've been the "nerd next door" for a good amount of time and have seen how creative and surprising users get in totally messing things up (and blaming all but themselfs!)
All of the above is why you should put effort in troubleshooting. As it is not "just" the game, it is clearly something at your end and you should be the one pinpointing it.
For example...If you would post your systemspecs here...and if there would be an nvidiaGPU on the list...I would recommend updating the drivers AND disabling the NvStreamSvc service. This service is only needed for streaming your game to a different device (most people don't need that, and those who do, know what this does). But it is known to mess things up serious and causing exactly what you are describing. This mess is not created by ZOS nor is it their fault it exist. But as more then 50% of the users are potentially suffering from it and part of them don't take time to troubleshoot decently, the forums here will be filled with a non-issue that can be easily be solved. As long as you refuse to troubleshoot (or atleast put effort in it to get help) it is only the easy way to blame it on ZoS while in your case I would be willing to bet a good amount of gold that it isn't.

I suspect it is an NVIDIA issue, however no matter how far I roll back drivers, the game still either has a black screen issue or a freeze issue. As far as replicating the problem, I cannot, it is intermittent though sometimes it can happen back to back. I think it is related to alt tabbing and perhaps web browsers. I have noticed when I alt tab a lot or have things open in background, stuff like youtube or various websites, the game will eventually lock up or have an issue.
I remember coming back in March and having these up until a few weeks ago:

I guess you could be right there that it's an Nvidia issue. I've tested several drivers, too (including hotfixes), but it still keeps freezing to blackscreen. The newer the driver, the earlier it freezes. At last I tried a driver that is about a year old because I didn't get any blackscreens with them on my old OS, but with Win7 this doesn't work for some reason.
Odd thing is that today it freezes about every 30 minutes (or earlier) while the days before about once every few hours. Not sure what the difference is, maybe the system doesn't like driver-switching all day long. I'm already waiting for the whole thing to blow up..
I only upgraded my OS just for ESO and lost tons of other programs for that, and now I still cannot play due to another/new issue, so someone finally needs to fix that cr*p! ZOS or Nvidia or Meridia, I don't care WHO does it, but someone has to, as it's not on my/our end!

Ok first off, just remove your response.
I have been playing this game since beta. Your "99% of players on pc have no issues at all" statement is a steaming pile of crap. It is an outright lie. First of all, there is no way to measure such a thing, secondly, the forum is rife with people complaining about issues from a-z. Your response is nonsense directing the problem toward the player rather than the poor design of the game. I can see this being the case in some situations but definitely not in all of them, particularly mine.
If instead of swooping in to save the day, if you took a moment to look into this forum you would see this problem has been around since last year and tons of players are having all kinds of issues. Spare me this ridiculous nonsense.
Lastly, I have done all the things you listed already and I wouldn't take the time to post if I hadn't. Hence my above statement, "spare me the typical troubleshooting rhetoric." Your response is absolutely worthless. If you can't take the time to read and be objective or do some research, don't post in the first place.
