Yes. I didn't think so but was just roaming last night and stumbled upon a dirt mound, dug up treasure chest.
I haven't looked at any treasure maps in the region I was in.

This happens with treasure chests as well. Some people may take the gold and leave the loot for someone else to stumble on.

You can
As I said in previous post I was just wandering and came across one. It's not gonna be in 'definite x location' but location area. The region I was in was grahtwood and only treasure maps I had were Auridon

Okay...that would make sense except....:I dug up the treasure, it wasn't revealed. So how can it be partially found? I know I found this one completely by random and I'm pretty sure I found another random one in AD starter island, been weeks so can't really remember. Go try it tho, I don't have leveled alts but go to x location that you have a map for on main, then go to same location on alt.
Someone 'revealing' the dirt mound because they looked on their treasure map doesn't really make any sense to me but I have been wrong before.
I will have to test this "interact and walk off" theory. I don't think it's possible to interact with a mound if you don't have the map in your inventory.
I have plenty of. Maps though, so it will be easy to find out.

You don't have to look at a map to activate it. Having it in your inventory activates it. Banked maps are not active.
The dirt mound, when used, consumes the map and trades it for a chest, which, like the dolmen chest, contains a single instance for your personal use. If you leave it, nobody else gets it.

Treasure map being consumed is wrong. I still have all the maps from chests I've looted
