Racial Skill bonus

I am playing a Dunmer DK; magicka based DPS. Do the racial skills dynamic and flame talent stack with each other? For example, the Flame Talent skill level 1 increases spell damage with flame effects by 2%. Rank 2 does same thing for 5%, while rank 3 does same thing for 7%. Does this mean at rank 3, I will only be getting a 7% bonus or do they stack and I will be getting a total of 14% ?
