Basic staff attack based of off weapon damage or spell damage?

Basically I keep finding different views and talks of a patch changing things and so on and so on in these forums, hoping to get an updated consensus answer I guess.

It's spell damage as it's a spell weapon/magic damage now.

Additionally all weapon grant spell damage as well as weapon damage listed in their stats.

The basic attacks from staves use spell damage, all other weapons use weapon damage.
