Pay to win definitions
1.)Games that let you buy better gear or allow you to make better items then everyone else at a faster rate and then makes the game largely unbalanced even for people who have skill in the game without paying.
"Dude, you've spent like 400 bucks on this game so you can beat everyone who hasn't spent any money. Pay-to-win noob!"

-the gear in IC not better just different. no better items to be made. game will not become unbalanced

2.)Paying real life currency to beat players who are inherently better than you in any game.
"I'm so glad I pay to win in Hearthstone for all my cards, or I wouldn't even have a shot at beating the actual good players!"

-again, not the case with IC. if players dont buy it your still very good at the game and can beat players on a regular basis that have bought it

3.)Pay To Win AKA P2W. when you are paying for advantage which normal players don't have access to unless they either pay too or will have to grind very long (weeks and months).
"you can buy a weapon in a game which has 50 damage, while you can buy same type of weapon for REAL money which has 60 damage. that is Pay To Win
you can buy a weapon for 10000 gold, for each 10-15min match you get 100 gold, while you can buy it for real money instantly."

-again this is not the case here. your not paying for an advantage, but your paying for new content. We all have to grind a long time to get the gear sets we want. Also, as the example points out, you can not buy something instantly to make you better, nor can you buy items that are better then their in game counter parts.

4.)When you can pay real money to gain advantage in a game.
"Free to play" games like League of legends, being able to pay real life money to earn faster in-game currency, earn faster and more chimps and runes, combined with rune pages. Making it pay to win."

-again your not paying for an advantage. you are paying for new content that allows you to get gear that is not better but different. also, as the example points out, this definition points to using real money to earn faster currency which is not true. nor are you earning anything faster just getting more content.

DLC

1.)Downloadable content (DLC) is additional content created for a released video game. It is distributed through the Internet by the game's official publisher or other third party content producers.

-hmmm sounds like what we have going on here

2.)Downloadable Content
Basically anything you can download, usaully in use for games like Guitar Hero where you can download more songs.

3.)Acronym for Downloadable Content. Most commonly used when referring to DLC for PC games or current gen consoles (the 360, Wii, and PS3).

-hmmm seems we are onto something here.

as you can see DLC is simply more content to increase the play value of the game. This is the exact point of MMO like this. to continue to release content for years to come for people to keep playing. not to make you pay real money for an advantage in the game. many people seemed to be confused between the differences. yes we will have access to more gear, but this does not mean it is pay to win. in fact, look at sets like the warlock set, some of the crafted sets, way of martial knowledge etc. sets that have been in the game for some time now and still are great sets to use and will likley still be great sets. in fact, Zos is even reworking many of the sets we currently have in game. The new sets simply create more diversity in the game. Also, im sure many of the sets will be available for in game gold in guild stores. You get no advantage just more diversity. SImply having more sets available to you is not an advantage. As mentioned above a pay to win game gives an advantage to a less skilled player for using real money for items. Here a better skilled player will still win out even if a player has new gear sets. this is NOT P2W.
