It's not random, it depends on the skill. I've tested this many, many times. The dual wield skill Flurry only procs the enchant on the primary weapon and will never proc the enchant on the off-hand weapon. The dual wield skill Twin Slashes only procs the enchant on the off-hand weapon and will never proc the enchant on the primary weapon.

It's not random, it depends on the skill. I've tested this many, many times. Sub question then, does each enchantment have its own icd? IE: Can you get an OH proc using twin fangs directly after getting a MH proc from a HA?

No, it's a global cooldown.
