Tanking - How does aggro work?

what determines which mobs attack which players?

from what little tanking I have done, there doesn’t seem to be any sort of Threat table for enemies, other than Taunt forcing one enemy to attack me. is this true?

It seems that the threat table is on hp amount and who hits first. But tanking in eso is different from say wow. You dont taunt every single mob and tank everything.

Its basically priority tanking, taking aggro of the biggest meanest baddie while your group deals with the rest.
