I have almost 300 hours in Aldmeri. Rarely play my other characters.

So can't be 100% knowledgeable on this but Aldmeri is pretty occupied when I play.

Looking at the PvP campaigns I would say EP. They're always full where as AD has a few 2 bars and DC has several 1 and 2 bars. Depends on the day, but usually from what I've seen EP's PvP campaigns are almost all filled.

I play DaggerFall but going from the PvP campaigns EP fills up a lot of campaigns that it has no opponents in. AD fills up a few Campaigns and DC can only fill Haderus.
