If you learn the Molten Weapons skill in the Earthen Heart tree, and use this together with inferno staff heavy attacks (partially charged or fully charged, depending on how much time you get to charge), you will do a ton of damage, and it will make leveling very easy. I would advice also learning Stonefist for knocking down enemies closing in on you, and Dark Talons + Fiery Breath to deal with larger amounts of enemies in group/public dungeons. Later you can also add Reflective Scale so you don't get shot down by archers and mages while you deal with the melee monsters.

This build also levels all three Dragonknight trees, so you can always change your build later.

The rotation is simple, first you charge a heavy attack with your fire staff, and when the fireball flies off, cast Molten Weapons right after, before the fireballs hits, this will allow you to get the most time out of your Molten Weapons, because casting it first will waste precious timer seconds. Then you just keep firing off fireballs until Molten Weapons runs out of time, and repeat. If a single melee monster closes in on you, you cast Stonefist, if multiple melee monsters close in on you, you cast Dark Talons and dodge away right after, to gain some distance.

Later once you start getting champion points, you should alternate adding points to Elemental Expert and Staff Expert, this will give you the most damage increase.

As far as gear goes, you can use 7x light pieces, or 5x light and 2x heavy pieces, whatever you like, and enchant all pieces with magicka, for more damage. Also use food that gives you more magicka. Craft two armor pieces of Torug's Pact (requires 2 traits learned on two pieces) as soon as you can, to get the extra spell damage. You can google where you can find the appropriate crafting locale depending on your alliance.
