Basically you want to get an ALT to Vet 1 as fast as possible then, cause then you will start earning double Champion Points!
Being able to earn Champion Points for all your Alts present or future is really a great bonus and not something to mistake for a penalty. I understand its more fun to play an Alt in zones you have not visited yet, but that is just the game mechanics as is with ESO.
Some people don't like to make more than 1 character and still want to experience all of Tamriel, as its suppose to be.
My advice is Continue with your main in the 2nd region you visit, and start an alt in the 3rd region and get him to vet 1 quickly, then you start to really rake those CP's fast!

You can only play as one character at a time, so how would having more than 1 character increase the rate at which you earn champion points?

Oh I get that, and it's awesome that this is allowed. But it doesn't work for people that enjoy alts, is my point.
Yes, your alts get to use the Champion Points your main earns, but to earn those points I have to play as my main. Once I finish up with the Daggerfall Covenant, why would I choose to play the Ebonheart Pact with a new character, when that would cause me to miss out on all the CP I could earn by playing it with my main?
I enjoy creating alts because I enjoy the levelling process. "Rush to level 50 so they can earn CP too!" completely misses the point of why alts are so enjoyable imo. That's 50 levels worth of questing that could be spent on my main earning CP.
I suggest you do as the rest of us did BEFORE champion points, and make several characters and grind them to Vr 14.

Just because I have 200+ CPs on my main, shouldn't mean I can spend them 7 times over on 7 alts.
CPs earning from Vet rank is fine, but remove the damn account bound thing.

Thankfully, ZOS don't agree with you, if CPs worked like that I expect a large number of people like me who love playing alts. would simply go elsewhere.It's the other way around.
