I wouldn't care if everyone else was riding him, I just love that horse so, it doesn't feel right riding another horse in any Elder Scrolls game.

My guess is that they will include the mount with the DLC to motivate its high cost, arguing that a reskinned horse is a solid $30 value in itself.
