Best race for a dual wield, heavy armor, nightblade?

Going to try something like the Bloodleach slayer build on this site. Heavy armor and dual wielding, nightblade. The build creator suggests Orc, but I'm wondering if a khajiit might be better. Both have health regen but the khajiit has bonus crit chance, while the Orc gets more health and stamina. Anyone who's tried this sort of build (heavy armor, dual wield, nightblade, focusing on health siphoning skills) have more or less success with other races?

My two cents: I'm not particularly impressed with the linked build.
It says it's moderate damage but I just don't see where it comes from. In fact leeching strikes will lower your damage by 20%. The other skills slotted are basically survival ones that deal hardly any damage. On top of that your crit will be low - you get none from nightblade assassination passive (except maybe blur on one skill bar) nor any from armor passives cos you're heavy. So this is more a low damage tanking build. Except the guy says you don't have to block. If you want to do the high level content as a tank you need to block or some bosses will basically one shot you, no amount of armor or spell resist can equal that of blocking.
I don't see the point of using dual wield on both skill bars. What passives in dual wield skill line help this build? Not any that I can think of. You'd be better off going 1h/s on one of the bars then you can utilise the passives of 1h/s for blocking.
So yeah feel free to disagree but I've got a feeling this build wouldn't be much good past VR zones.

What I really want is an effective build that uses all heavy armor and either a 2 handed weapon , or dual wielding. Not interested in staves, bows, or shields. Anyone have an effective build idea for this?
