Why another templar lvling spec?
Most lvling specs out there are outdated and/or focused on light armor. I wanted to play my templar as a holy fighter, not a holy caster. Im not saying this is by any means 'better' then the most used 5LA/2HA lvling spec out there. It's just an alternative I enjoyed and I hope more people will enjoy.
What to expect?
I soloed all quests, dolmens, delves and world bosses with this spec in my starting alliance. I AoE grinded for gold and fought enemy mobs 5 lvls higher then me. I even tanked some dungeons and did some low lvl PvP with this spec.
As stated before I wanted to play my temp as a holy warrior so this is mainly a HA melee spec. If this interests you keep reading, if not have fun doing something else
This guide will cover all skills and passives up to VR1. After that you can do whatever you like
Pros: Good ST dmg, great AoE dmg, good survivability.
Cons: Bit gear depended, Jack-of-all-trades-master-of-none. (Bit intentional for brancing out, more on that later.)
The Balanced Blade at VR1:
Balanced cause it uses both magica and stamina, is pretty balanced between dmg and survivability, balance between spelldmg and weapon dmg (light/heavy attack weaving is key to up the dps). The spec is designed to have max branching out possibilities. Meaning you can change to whatever playstyle pretty easily after lvling this spec.
The idea came after seeing that the Balanced Warrior (Aedric Spear line) passive gives weapon dmg while the staple of temp lvling Puncturing Sweep scales of magica/spell dmg.
It's a very forgiving spec to play, making it ideal for new players to get to know the game and practice some basic things like dodge roling, animation canceling and light/heavy attack weaving.

I left out racials cause that's realy up to you. I went Nord wich could explain some of choices. This takes about 100ish skillpoints, depending on racials.
Skill Break down:
* Critical Rush: Gap closer wich does great dmg. Can be used to position yourself within a group of mobs or even as bit of an escape tool in PvP. (Targeting the furstest enemy, Rush to them and start running/dodging/LoS) The other morph is viable as well as you won't always get the extra dmg from the distance, but you will always get the snare. Might wanna swap this for Toppling Charge (Aedric Spear line) for the cc in PvP and to conserve some stamina for dodging/blocking.
* Brawler: Good dmg, a DoT wich generates lots of ultimate and a shield. Perfect for lvling. Swap to Executioner (2Handed line) for PvP.
* Puncturing Sweep: The staple of all templar lvling specs. Dmg wich heals you and a soft cc.
* Rally: A HoT wich improves your weapon dmg. Hit it again for a stamina based spot heal. Stamina based heal between the magica heals to complement the balanced theme. As long as you have one resource you should be able to stay in the fight.
* Repentance: Passive gives you great sustainability and the active just is cherry on the cake.
* Flawless Dawnbreaker: Gives you additional weapon dmg, wich boosts your light/heavy attacks wich you will be weaving and your Rally heal. Not to mention the active is pretty good too.
* Reflective Light: A snare, a DoT wich generates ultimate and increased crit chance. Not to mention it makes your Puncturing Sweep hit/heal harder through the Dawn's Wrath passive Illuminate.
* Cleansing Ritual: A HoT and a cleanse in wich you can melee fight further. Swap this for Pierce Armor when tanking as your healer, Puncturing Sweep and Rally should be enough to keep you up.
* Flex spot commonly Blazing Shield for again the balance between surviving and still dmg. Possible other skills are Rapid Manoeuvre (Assault line) for the mobility, Immovalbe (Heavy Armor line) for tanking, Rune Focus (Restoring Light line) for tanking, Blazing Spear (Aedric Spear line) for the cc. Note that it's a good idea to keep an Aedric Spear ability here for the Spear Wall passive, hence Blazing Shield default.
* Defensive Stance: For the passive and extra cc vs magic casters.
* Repentance: Same as above.
* Empowering Sweep: Good dmg and nice dmg reduction. Excellent if you are a bit like me and like to take on as many mobs as possible at the same time ^^ .
Solo PvE rotation:
Rally - Reflective Light - Critical Rush - Brawler - Puncturing Sweep.
Reflective Light has a traveling time. Meaning you can open with Reflective Light, swap weapons canceling the animation and hit Critical Rush. Landing at the same time as your spell. Note that you can use Critical Rush to position you in the group of mobs or just to burst down the main target, usualy the healer or ranged mob. Weave a light attack and hit Brawler, trying to hit as many targets as possible to make use of the shield. (Note that Brawler will give you the minimum shield even if you hit NO target.) Weave a light attack again and hit Puncturing Sweep. Keep up the Brawler shield and keep spamming Puncturing Sweep. When a mob dies hit Repentance for the stamina and heal (I tend to refresh Rally at this point to negate the stamina cost of Rally by the Repentance stamina). Rince and repeat.
Damage:
Our dmg mainly comes from our 2hander spamming Puncturing Sweep, so spell dmg is our main dmg stat. But max magica works too. We have some weapon dmg to boost our Critical Rush, Brawler, Rally and our light/heavy attacks we'll be weaving. (Can't stress this enough).
Reflective Light will trigger Illuminate (Dawn's Wrath line) passive making your Puncturing Sweep hit/heal harder.
Using a heavy attack will trigger Follow Up (2handed line) passive, so weave a heavy attack instead of a light attack if you have the time. The knockback on Puncturing Sweep can help with this.
The Dexterity (Medium Armor line) will give you some crit wich goes well with the Piercing Spear (Aedric Spear) passive wich give you more crit dmg.
Survivability:
In terms of survivability we have good physical resistance through our heavy armor and the passives, and good spell resistance through our Balanced Warrior (Aedric Spear line) and Spell Warding (Light Armor line) passives.
Sustainability:
Repentance passives on top of 4% stamina regen through the Wind Walker (Medium Armor line) passive, 8% magica regen through the Recovery (Light Armor line) passive. Killing an enemy with a 2hander gives you another 30% stamina regen for 10sec. And then we have the Repentance active to top it off.
Constitution (Heavy armor line) gives us more health regen and some stam and mag too.
Cost reductions through Restoring Spirit (Dawn's Wrath line), Evocation (Light Armor line) and Wind Walker (Medium Armor line) passives.
The 2 DoT's and light/heavy attack weaving should get you all the ultimate you need.
Attribute points:
Tbh, attribute points don't matter that much while lvling. I went 2 mag - 2 stam - 1 health. Staying true to the balanced theme. Reasoning is temps need magica for their heals/shields but still need stamina to block/dodge. Going to high in one or the other left me feeling lacking in the other.
Gear:
4Heavy, 2 light, 1 medium. As to lvl all 3 armor lines enabling you to switch over later if you want too and get the Undaunted passive Undaunted Mettle.
Warlock light armor and jewelry, Ice Furnace/Dreugh King's Slayer Heavy should get you to VR1 easily.
Bastion of the Dragon sword and shield is nice too.
At VR1 you can go head and shoulders warlock light with jewelry to get 5 piece bonus, and 4 pieces HA seducer's/Torug's pact with a 2 hander for the 5 piece bonus. Leaving you one armor piece for the medium. This should get you going in the VR lvls till you get whatever you want.
Enchant with magica enchantments or health if you feel you're low. (Racials play a part here)
Getting there: Step-by-step guide:Lvl 1-15:
Start out by taking the first skill in all 3 class skilllines, 2handed and 1h/s. This will allow you to lvl up said skilllines at the same pace.

For the passives, invest in sustain>dmg>survivability. (See above)
Key morphs to go for are Brawler and Puncturing Sweep.
L30ish (depends on race):
A bit hard to predict at what lvl you'll get there since it depends on race and playstyle. Eg. me being a Nord allowed me to lvl 2handed up very quickly, giving me access to Momentum pretty early.
Key skills to go for are Momentum (morp into Rally asap) and Restoring Aura (morph into Repentance). Rally and Flawless Dawnbreaker being the skills that take longest to get. I advice farming undead if you encounter them to lvl up the Fighers Guild line asap for (Flawless) Dawnbreaker.
Swap Rushed Ceremony for Restoring Aura. Both are the same skill line so it will keep lvling up. Keep both at your 2nd bar.
Drop Sun Fire (Reflective Light) on your 2hander bar for Momentum (Rally) once you get it.

Keep getting the passives in this priority: sustain>dmg>survivability (See above).

Tips:
Emphasise undead mobs to lvl up the Fighers Guild quickly for (Flawless) Dawnbreaker.
All skill lines needed are present and will lvl up, however 2handed, Aedric Spear, and Restoring Light will pull ahead of the rest. So I advice to accept your quest rewards on bar 2 since most xp from kills will go towards bar 1.
Brancing out:
You found your way arround ESO and are looking to go another way now? Just drop Defensive Stance from bar 2 and with the flex spot you can equip 2 skills of the new line you wanna lvl. Your class skilllines are lvld so by leaning heavily on class skills you can easily lvl up a different weapon skillline by equiping the weapon and (one of) the first skill(s) available.
