Some people have been very rude in the thread, some have been polite. The point many tried to make is this: make the request as you like, but you should have an understanding that if the request is only important to 100 players, the devs will attempt to handle a request that is important to 10,000 players first. I love this game, but wish there were a lot of things different about it. I'm realistic that almost anything I want in the game is never going to happen.
What you describe as a simple toggle sounds very simple, but you and I don't know the programming demands.
Most importantly, there is this: unintended consequences. What if the coding to create this toggle, for example, has an unforeseen result, such as all tree bark looking purple. So it isn't just the time to develop it, but also the time to deal with anything it might interact with weirdly in the coding.
I wish it were as simple as popping in that toggle for you; here's hoping you get it. In the meantime, the walk suggestion seemed pretty good to me.

Why people want to go slower is not an issue. The fact that, without being asked, they are required by other people to go faster is what creates an issue.
Put it another way. If you were running through town to get to the bank and I buffed you to go slower, would you complain?

This is no different. We both like to control our own speed and not have it dictated by someone else who hasn't even bothered to ask us if we want to be buffed. They (and you) think they're doing us a favour, we're telling them (and you) that they're not.

Now this is a great idea, and would be useful in other situations besides unwanted applications of Rapid Maneuver.
My request was made in a light-hearted way, and I think most people 'got' that. I deal with it as best I can, using the walk toggle quite often. When my left hand is being particularly uncooperative, I just do writs and in-town stuff, where my character's life isn't threatened by a dodgy spazzing hand!

Absolutely not attacking you personally, but I'm getting a little tired of "but there are more important things for the devs to work on" being used as a stock answer and sometimes an attempt to shut down discussion, every time someone asks for little convenience features/tweaks.
I really, REALLY hate that AoE speed buff that people cast in towns so that they can zip about. OK, they want to zip around, but I don't. I like to bumble along at my own speed, then along comes someone casting the buff, whooosh, I end up with face meeting wall because I've suddenly gone from 'bumbling' to high speed! I like my own speed as my hands are partially disabled and I can't always react quickly enough to stop the 'wall in face' scenario!
What I am asking for here, is not to take away the ability for people to cast this in towns, but for something *I* can use, either a toggleable ward I can switch on for bumbling through towns, or a dispel, or something. Anything that would stop this being applied to my character. What is the great flaming hurry, anyway?
Just please let me have my slow speed just as they have their zipping about. Let us have the choice for it to be applied or not. As we ALL want, not just those casting the thing.
Well, tonight I had someone troll me with that move while thieving in Wayrest castle. They tried to time it so that the guard was still close, in fact it was obvious they had waited in the area to do just that to me. They sped off right after the cast. So yeah, let's get rid of it affecting others either out of group or in towns altogether. That's a decent bit of fun, I suppose, but I have already been caught thieving inside the castle once and know you can't escape. I handled it just fine, but if it isn't a pvp area, they shouldn't be able to affect you like that.This blows my mind. When someone puts the speed buff on me I want to directly send them a letter and thank them. I used to have a "town" preset for my skills but now on console it's not as easy to do to switch skills in and out just for running through town. I'm not saying your opinion isn't valid by any means, I just don't see how someone can dislike getting from point A to point B faster.

By the same token, why do people buy a game these days and try to change the way others like to play? This speed buff is usually cast purely in order to buff people passing by rather than the caster who is often standing around thinking he's helping other players when he's actually annoying a fair few of them. It irritates me no end. What's really needed are visible buff icons so you can e.g. right-click on the icon and cancel the buff.

I dont mind so much the actual speed buff... it's more that this stupid spell forces me to draw me weapons even though I am just a mere bystander.

PS: The offense I am talking about here is people such as yourself attacking a woman who asks for accommodations to her physical issues in a game she loves to play. You were hardly the worst person doing this, but you are catching up to THEM, not to her.

If controlling her speed when speed buffed is such an issue.. That issue is gonna be the least of her worries in this game.

I have physical issues too with my HANDS. So i really don't care...what you think. Im not insulting HER. There is NO INSULT. Alls i said.. is deal with it. Just like i do. Fact is going a little faster is the least of anyones worry, even if you are handicapped in some way.
FACT is.. the speed boost does not make you that much faster. So here's a real hint.. just walk slower if you want to go SLOW. I was even laughing about this last night when i got speed boosted by another players, its NOT even that fast.
