In most games this will show players you grouped with so after you can add someone you enjoyed playing with if you didnt think of it at the time.

In eso its a list of players you killed or were killed by in cyrodil! Good for calling people scrubs i guess lol

I don't believe it has anything to do with that, I think it's mostly done over P2P connections now with most PS4 games, as even on something like GTA 5 for example, it won't show all the names in your server, & very rarely shows names you just met (Usually it's a couple of days behind).

It only picks up people you come to over a P2P connection like in a 1 vs 1 situation.
