Please Answer for unexperienced Eso players about leveling

Okay so here's my big question... When starting off in eso do I have to put the skill points in random skills for those skills to start leveling as I'm questing? I've been questing alot and getting alot of exp but all of the skills that I put no skill points in I'm getting no experience for... It's weird because some of the skills I put skill points I'm are not leveling. Also one more question, is using the skills improving those skills? For example, I sneak around everywhere but my sneak never levels up... Someone please help me out and explain to me if I'm wrong or right or what to do. Thanks -Johnny

    u need to have the skill your putting skill points into your weapon bar in order to keep leveling them, meaning using them, having them on when turning in a quest and so on

    Passive skills dont level

    You gain experience for the abilities and weapon you have equipped at the time you gain experience, at quest turn in or creature kills.

    Your individual skills level based on how much experience they receive. If they are on your weapons bar when you gain experience, so do they.

    EDIT: The exception to this is weapon/armor skill line. You only need to have a weapon/armor equipped to level the overall skill line.

    Whatever 5 skills (plus ultimate) you currently have on your bar whenever you earn xp receive xp. In addition, the armour and weapon you have on receive some of that xp as well.

    Random example: You kill one mob and get 1000 xp. You're wearing light and medium armour. Both LA and MA skills advance. Your weapon line advances. Each of your 5 skills and your single ultimate also get a portion of the xp and advance appropriately.

    Have 5 skills from one class line all in your skill bar, and the class line will level far more rapidly.

    That's the broad overview. Nitpicking details perhaps to follow from others.

    No, using skills per se doesn't advance it (it's not Morrowind/Oblivion). Only having it 'on your person' when you earn xp advances it.

    Remember that each skill line and ability levels separately. For instance if you are using a 2 handed weapon line and using Cleave ability then while you have Cleave slotted on your bar, you will gain leveling in both cleave and 2h line. As soon as you slot critical charge instead of cleave, you still gain levels in 2H but you stop leveling cleave since its no longer slotted and start leveling crit charge.
