The rare crown store motifs already offer extra advantages over the in game ones. Crown store motifs can be learned at any level - but in game ones you need to have a very high level of crafting and invested the appropriate skill points to be able to use them. I think this advantage is already more than enough. It is considered a consumable - same as the foods/potions/soul gems and repair kits.

[EDIT] If you meant account bound in the usual way - as in you cannot sell and/or trade them - yes, motifs are account bound. As for learning the motif - no , only one character will learn the motif (whichever character you choose to consume the motif)

We just wanted to clarify that all items that are purchased in the Crown Store are account-bound and cannot be traded to other players. You can place them in the bank to move them between your personal characters on the same megaserver. If you're seeing otherwise, please let us know and we'll be happy to look into it.

What i mean is it seems pretty greedy that I have to pay $15 to unlock one of the rare motifs (in this case Primal) and It isn't unlocked on all characters when I use it

Yep I agree seems insane that if I pay $15 for a motif it isn't unlocked on all characters when I use it
