Blocking not working correctly

When I hold left trigger my characters weapons go up but instantly go down. If I slightly push the left trigger then and only then does blocking stay up. I have tested my controllers left trigger on other games and it works fine. Tried calling Bethesda but they have no idea. Any suggestions?
