High Elf/Templar build beginner help?

I'm a level 11 high elf Templar, I'm really not looking to be a healer primarily but more of a tank/archer but with some magic ability if that makes sense. I get smoked in pvp but I love it. I am wanting to know what is the best way to begin this build. I use dual wield at the moment and I only have one bar, not sure what level you get the second bar. I have some bows and staffs in my inventory and use a lot of heavy armor. I guess I am looking for help with the steps to build instead of just randomly adding things

You get your second bar at level 15 and I know for my build I use a staff and duel wield and I can still stay at a good distance from the enemy by using the solar flare which does a good amount of damage if you morph it into the dark flare version

The link is to the build I use and it's not a tank build but it is a dps build its not exactly what your looking for but it definitely has the damage part haha I hope it helps!!!
