Per subject. - Does (will?) being enlightened help level from VR14 to VR16?
Also - as I understand it, my online time only reduces the amount I am enlightened when I gain XP right? (i.e. If I fish for 12 days straight and nothing else (i.e. get no xp while playing) , couple hours a day, I should have the maximum possible enlightenment built up correct?

Yes, you only use up enlightment when you are actually gaining XP.

A less expensive version is to start going fishing and doing writs to get the in game ones
Also make sure your provisioning is levelled up so you have the passives for making the potions last longer, and to make multiple if you plan on crafting them yourself.
