There is some weird stuff going on in this game, that's for sure. Yesterday, there was a group of naked Dunmer walking around like Groucho Marx in the middle of Vuhlkel Guard by the Manor House for some reason and there was a group of bikini clad Argo's apparently trying to rob the Bank since they were being chased by guards.
Just plain weird.
Oh! Just a quick favor from folks... GET OFF YOUR DAMNABLE MOUNTS WHEN YOU'RE IN TOWN! Thank goodness you can't get trampled by all the horses, cats and weird mounts that, apparently are attached to their owners since they ride them everywhere, including in to Church!
Noticed that all over the place as well (not the werewolf thing, never been to a werewolf shrine).
People just hanging out all over the place in nothing but their small clothes.
Of course, I only see it on the NA Server, so maybe Americans are a kinky bunch?
The shrine is where you need to go to get a bite from a WW player. The NPC's that bite aren't ever in that location. There's random spawn points they show up when it's the full moon. You can google to see where the spawn points are for your faction.

All over Davon's Watch (and similar towns in other factions) I see mobs of people hanging out doing strange emotes... usually in their underwear....
What exactly does this level up?
...and the werewolf shrines... I see similar activity there.

I went out to the werewolf shrine... waiting for the full moon... trying to contract the werewolf virus for free... and it was mobbed with people like some sort of camelot/twilight rave... negotiating prices for bites and nibbles etc...

Crazy as it may seem, it's cost effective to be naked when not in combat. For whatever reason, armour degredation happens whenever you do something, not just when you are hit! So if your in town crafting, go naked, save yourself a few gold.
Sometimes I see people at crafting stations naked and I can tell are upgrading their gear, I know I have done that a few times. The other day there were two men characters fighting in a portal (one of them in underwear), and after we closed it, both went to the grass, lay down toguether and start chatting. I´m not a moralist, so I don´t care. But: How can they do those movements? Do they use add ons? I have also seen people applauding, and doing other gestures that my character cannot do.

Then in game press and hold right arrow to bring up emote wheel, select with stick and release just like a pot or siege weapon.
I can remember during one of the later betas when early quests for the AD where bugged and the bosses took 2 hours to respawn and everyone would use emotes while we waited for them to spawn, but nobody went around naked dancing during those "gatherings".Saw it the other day and ignored it. Back during the PC beta there would be huge gatherings at such locations just before the server shut down and wiped. It was a "last day of the world" thing.
This is just a goofy kid thing from what I can tell.
