ZOS: Disappearing NPC Still an issue

Patch notes stated that you guys are still working on the NPC issue, but that the NPC should appear after around 30 seconds, well that does not work and I and many others are still having the issue and the NPC does not appear. Logging out completely and logging back in does fix it, but we should not have to be resorting to such things when the patch notes state that NPC's that are invisible should appear after 30 sec. I am mainly having continued issues with the banker not appearing randomly.
