You absolutely can deconstruct stolen weapons and armor. This is a popular method for leveling crafting from what I have seen so far. What you steal is scaled to your level, so you can stop every time you level into a new tier of gear, steal and deconstruct, create new weapons and armor, and then carry on about your way.
Well, launder them instead of selling them at the fence. Then they behave like normal items, means you can put them in bank or deconstruct them.
Laundering increases legerdemain skill line the same as selling.

Not so on xbox one version.
I tryed that and the weapons and armour don't show up at the Blacksmithing Table when I try to dismantal them.
I wish it was as you said but its not so on xbox one version of ESO.
It's nice to read some people are alowed to do it your way.

I deconstruct stolen items on XB1 all the time. Works exactly the same as deconstructing all other items. Not sure what you're seeing that's different.

Also ... as long as no NPCs or guards see you steal anything, you don't get any bounty added and therefore don't have to wait for the bounty to go away before going about your deconstruction. There are plenty of shops and merchants all about where you can sneak behind them, stay hidden and steal all you want.

I had a bounty around 350 it's now around 275.
I need to learn this sneaking.
You push the left controler in correct?

After testing dismantalment a second time.
It worked.
Thank you for getting me to try it again.

Also very good for pick pocketing too.
Exciting stuff.

I will double check it.
All I gotta do is walk down stears the Blacksmithing table for crafting is just there.
Anything is better then spending all night upstears waiting for bontys to vanish.
back soon.

I don't know how gold-making goes for vet rank players, but for newbies like me there is no more lucrative pastime - 40K gold and counting, and I'm only level 10. Pro tip: drag your thief alt to one of the final zone cities - I've got one each in Riften and Evermore and they make a killing - blue and purple drops regularly.

Forced respawning of stolen gear
My steps are:
1. Steal everything on the Table
2. Log out to the select charater screen. This forces game to save.
3. Turn ESO compleaty off and back on. This resets Displayed gear back to default.
4. Log in with your stealer and you will see all the gear you stolen Respawned back onto the Table.
5. Rince repeat until you have a full backpack.
