In my opinion people shouldn't be concerned with the gap in cp. It's a problem, but it's not the main one. The main one is how cp is going to affect balancing decisions ZOS makes in the future. I have no doubt ZOS is going to make balance decisions based on cp that would not need to be made if cp did not exist in the first place. At this point nerfs are going to absolutely trash anyone without a lot of cp or be minimal and almost non-existent to those with a lot of it. Buffs are either going to be negligible to those with low cp or make those with a lot of cp godlike. Either way, the game will hover just shy of an acceptable balanced state while cp has such a significant effect on stats.
The best solution imo is the complete removal of cp or severely limiting how much one character can use. I reeeeaaallly doubt they are removing it. So I think they should only allow one character to spec a maximum of 360 cp, and not allow any cp a character earns to be used by alts until that character specs 120 cp.
The Idea
To explain the latter idea further, if I make a character and reach vet ranks, the first 120 cp that particular character earns can only be used by him/her. When my character specs at least 120 cp, every point earned after can then be used by alts AFTER the alt reaches vet levels. Characters may only be allowed to utilize a total of 360 cp, but may continue earning well past that if they want to earn cp for their alt without using their alt. When playing on an alt, you can use the extra cp points earned by any character that has specced at least 120 cp,.. Every character you make will draw from the same pool of non-reusable pool 3600 champion points. So, extra points can only be used once by another character (unless you respec).
3 Examples to Help Better Illustrate the Idea
Character 1 has specced 120 cp and Character 2 only has 90 cp.. If character 1 earns another cp, character 2 is allowed to use it because character 1 already has 120 cp specced. However, if character 2 earns a cp, it can not be used by any other character because it has not hit the 120 cp mark yet.
Character 1 has 140cp but has only specced 120. characters 2 and 3 both have zero cp and are vet 1. With 20 extra cp, character 1 can either use it on himself or use it on characters 2 and 3. However, since every cp is unique the combined cp of characters 2 and 3 will not exceed 20(until they earn more). So if character 1 uses 15 cp on character 2, character 3 will only have 5 cp available to it and vice-versa.
Character 1 has 380 cp with 360 specced, character 2 has 140 cp with 120 specced, character 3 has 120 cp with 90 specced. Character 1 can not use anymore more cp on itself because character 1 has reached the cp cap, however characters 2 and 3 can use the extra 20 cp character 1 has. Character 2 can use the extra 20 cp it has on itself, or let character 3 use it. Character 3 has 50 unused cp, but character 2 can not use any of it because character 3 has only specced 90 cp. Once character 3 specs 30 more cp points, character 2 can use any extra that character 3 earns.
The Goal
I believe the above idea will remove cp from non-vet campaigns, limit the cp gap, yet still reward players who have a lot of cp by allowing them to utilize the extra points if they have a lot on one character. It doesn't give instaboosts to alts that are created, but does allow players to earn cp for alts when those players spend significant amounts of time on their main. While this may be difficult to code, and gives no benefit to those who do not utilize multiple characters, I think it is a healthy option for the majority of the player base and lessens the balancing nightmare that cp presents.
