Question: VR experience scaling

When slaying a mob, you only earn experience if that mob is within five levels of yourself. Is this true for VR ranks, as well? I'm interested in grinding out VR, but can't find a definitive answer.

Yes it's true, unless something changed since 1.6. The exception to this rule is now in group dungeons (which scale) all players will receive some loot and xp regardless of other players level.

Will you get GOOD xp from a mob many levels lower than you? No.
