Why have many simple UI options been removed from PS4?

My biggest for example is i love to have health bars above other people and npc's but not above myself, i can turn off OWN health bar on the PC but not on the PS4? was it this necessary to dumb down the console UI choice this much?
p.s. When you are in 1ST Person and look up with health bar on you see the health bar float above your head lol...
