cant move from ebonheart to dagerfall campaign

i made a new character starting the aldmeri then ebonheart,
i done all main quest lines & 99 side quests & after finishing ebonheart i cant find cadwell to move onto daggerfall,
the aldmeri harborage & ebonheart harborage are empty ,
any ideas what im doing wrong ive walked every inch of the ebonheart areas looking for a missing link but nothing

Ranique✭✭✭✭you should have a tab in your questjournal called cadwell's silver. that is listing all quests needed to get silver finished and recieve acces to gold (and in your case daggerfall). It is likely that you actually missed one or more. so use that list as a reference.Through me you pass into the city of woe:
