PS4 - How do i keep the same wep for 2 sets?

Is there a way to use the same wep but have 2 skill sets? i'm sure you could do this on PC in past but when i try on console it just unequipped the main hand staff.

✭PC had always required seperate weapons per bar.
This doesn't stop you from having 2 different (or duplicate) weapons on both bars to have access to more skill slots0
