Best way to level up 27?

I'm currently level 27, I can't find any quests in Eastmarch anymore so I'm guessing my only other option is to go to Riften, but the NPCS there are level 38+ and I find myself constantly dying, it just seems a little unfair, is there any other way for me to level up faster?

Lalaeith✭✭✭If you are willing to use add-ons, you could try destinations. It shows locations on the map where you haven't been yet. Also, there's a Quest Achievement in your journal for each zone that gives an indication if you are close to having done all the quests (there are always more Quests than in the achieve. If you did all of them (and from what I experienced I doubt it), the Rift (south) is the place you go after you completed Stonefalls, Deshaan, Shadowfen and Eastmarch in that order.0
