How do veteran rank provisioning writs unlock?

Do you have to reach vet 1 to be able to turn in veteran rank provisioning writs? If so, can I wait until I get to veteran ranks to get recipe improvement 5 and 6 since I'll be doing rank 4 writs anyway?

Yes yes and yes. The key is you need to be VR so you can get to Crag. Once you can get to Crag you can do max level writs
