Unable to submit report and unable to invite to group

I am unable to invite random people, friends, or guild members to a group or be promoted to group leader at anytime to include Cyrodiil. I can join other groups but that is it.

Also I am unable to submit this report through the in-game system. I keep receiving an error that I am unable to do so at this time.
