I love how the developers have started to decide what is fun for their players instead of players deciding. Especially when they touted everyone should be able to play with all kinds of flexibility and they way they wanted. "It's not very interactive and not really THAT FUN..." Referring to holding block all the time while fighting a boss. Tanks holding up block so they don't take a full big hit from a boss, because any decent tank would want to take that hit to make sure his healer didn't feel left out. "It's been decided since our healers are complaining about have they have little to do during the Manticore fight that the tank is no longer going to block any attacks to keep things interesting for you... :) "

I'm not going to do my best to ensure my survival and the survival of my group by keeping my guard up that just doesn't make sense lets block intermittently instead while fighting the boss and 4 extras. "Whoops, Sorry forgot to taunt that guy I was too focused on figuring out if I needed to block that gargoyles attack, it started to look pretty harmless at first, but I really just couldn't tell." "Sorry I couldn't taunt I was out of stamina because I double dodged to miss that unblockable resource destroying arrow shot from the boss and yet some how in an effort to save my stamina I still lost it..." :/

No thanks, it's not fun actually increasing the odds of my group's success /Yawn. Nope all the fun lies in spending gold getting my gear repaired. :( Timing blocking without stamina regen while blocking is going to feel more like playing a really terrible version of Guitar Hero attempting hit all the notes perfectly that ends with your whole group dead, because you failed to block that wrecking blow that came from behind you didn't see and you couldn't break free because you just spent all your stamina blocking the previous four big hits. Rotten luck there because you couldn't use the synergy on your own shards, guess we should recruit another templar to give me shards or I could just use an ultimate to give myself stamina, shoot wrong toon I knew I should have made a DK first. I'll just stack more stamina and cripple my ability to buff and heal. New plan everyone put a taunt on their bar so they can tank their own wraith and daedra for the pledges, because our tank is well you know how sensitive he/she gets about their performance issues. "Ok any volunteers, we need two more to put on tank gear and handle tanking the axes with the main tank. Ah come on you can taunt as much as you want now its ok... Anyone...?"

Forgive me if the Lead Designer didn't sound very confident at the results their testing had produced regarding being able to complete the current content with the blocking changes. Starting to feel reminiscent of Blizzard's philosophy on fun when they decided it was no longer "fun" to break jars and find a legendary. Nope no fun in finding a legendary lying around. I don't even know why I bother looting aspect runes, I'm sick of finding Kutas. Nope no fun at all taunting everything and Never ever wanting to get hit to stay alive and sticking around to loot bodies after it's over.

ZOS this is a terrible idea. I understand something has to change in PVP. Personally I don't PVP, but I have friends that do and I want them to be happy. These same friends wouldn't want to be happy if it meant coming at the cost of their friends PVE being ruined or at the very least made frustrating and unenjoyable.
