Unable to use some abilities

After completing the main story line I traveled to te other alliance areas. When I arrived I was unable to use some abilities. I'm still able to use my ultimates and abilities from my vampire skill line just nothing from my sword and shield skill line. When I traveled back to my home alliance I could not use them there either.
