Supposedly it will now grant the major brutality buff, increasing weapon damage by 20%. This is going to change quite a few builds, I imagine.

Right now, a lot of builds use two handed as a 'buff bar' just for momentum/rally, to get that 20% boost to damage on other weapons (1h/shield or dual wield or bow). With dual wield able to provide the same bonus, we may see a little more diversity.

Was it mentioned whether it will apply to the base ability and both morphs, or just to one morph? and whether it has to hit a target to give the buff (because the cone aoe morph can be used without a target)?

I don't think it will change a lot. In pve there will still be no reason to slot a skill to get major brutality as long as it doesn't stack with potions and in pvp most people will probably continue to use momentum as it's the only burst heal you get as stamina user.

That is my plan. Rally is my heal, not my buff. It just happens to superbly do both.

Dual Wield having its own Brutality buff increases the effectiveness or build options for the Steel Tornado + Vigor meta though.

But they're supposedly moving vigor to alliance rank 4 or 5, right? That will be a stamina heal readily available for a lot of players. I havent used it yet, so I dont know how effective it is for the cost, but it could contend with (or compliment) rally.

I don't think it will change much. As people have pointed out, stam users need 2h for the heal even more than the 20% damage increase.

I for one love this, I always use Flying blade and yes it should be common knowledge that VIGOR will be moved to AVA skill level 5 (from level 10). this will give a DW/BOW build a heal and good melee damage. I for one welcome it..
