I recently found out that fishing isn't entirely useless and so I gave it ago after about 10 minutes of researching baits, fish and water types. On my first attempt I found a Catfish. It is under the 'COLLECTIBLE' category. It's value is 36 and it's description says, 'A rare fish found only in Glenumbra.' Neither it's category nor description imply you can cook stuff with it so I assume you can't. So what is its purpose? Do I just sell it or do I keep it?

Fishing was mostly done as a side activity, with achievements, dye rewards, and a title of Master Angler. Two changes since the game started: white fish can be used to create a provisioning ingredient, and now they have a slim chance of yielding a Perfect Roe. Blue and green fish are still just trophies. Check your journal for the list of rare fish for each region, and your progress in catching them. After you verify they are listed in your journal, feel free to sell them. From my very recent experience. Green & blue fish can only be sold. All regular fish can be filleted for crafting ingredients & a remote chance of obtaining perfect roe.

i got some collectible rare fish, but i need space in my bag and i'm unable somehow to put it in the bank. is it safe to destroy those items or do i need to keep all until i get the achievement?

There is no reason to keep them. They count towards fishing achievements as soon as you catch them. You can sell them or destroy them (selling recommended).

Fishing has 2 crafting purposes, 1 of which belongs to Provisioning: Filet them to get Fish and rarely Perfect Roe, the latter of which is for Psijic Ambrosia.

Rare Fish: This is the other purpose. These are part of an achievement that ultimately leads up to Master Angler. Sell or Filet them if you wish because once you obtain them the achievement is automatically updated.

Future Reference: Player Housing is supposed to incorporate Trophy Decor. If this applies to rare fish then feel free to keep any you want in preparation!
