Quest Bug: Climbing the Spire

Hi!

I hope this hasn't already been reported and that I'm reporting it in the right place.

During the quest "Climbing the Spire" (in Stonefalls) there is a point where quest objectives are to "Enter the Southern Ruins" and subsequently to "Enter the Northern Ruins". The bug occurs when player enters the area near Southern Ruins and then walks further away without entering them. Quest line progresses to Northern Ruins even though the previous objective wasn't met.

If it's relevant, I play as an Argonian on NA megaserver.

I'd also like to know if there's a way to report a player whose character name I find offensive?

The forums is not the place to report bugs (although devs do pick it up anyways). This place is to discuss bugs with other players and in some extreme cases with devs.

The correct way to report a bug is using the ingame function or by creating a support ticket.
In those cases it is always important to state the platform you are on as well and the home alliance (you can use the explorers pack to make an argonian in e.g. aldmeri dominion and you won't hit that quest before veteran rank 1 in a scaled version of the map. Those two elements are missing in your "report"

Also, I don't think it is a bug, but is working as intended. The wards have some respawn time and to bypass this you automatically get progress for taking down the ward if you approach the place they are.
