I seriously hope that this will be only for veteran ranks?? Or will lower-level characters be even MORE stupidly over-leveled? As if this game wasn't alt-unfriendly enough as it is...

✭✭✭I think the Public Dungeon XP is everywhere but not a big deal since they're just 1 per zone and had the XP in there over-nerfed like a son of a gun not that long ago. I'm not even sure if +100% restores them to the XP they once gave.
The +50% quest XP is vet only.0 -

No. But I don't want them to be constantly 3-4 levels above the content either.0 -
