( possible spoilers) I beat the last quest at rank 45 (defeating molag bal). is the normal?

As title says but i thought you had to be level 50 to recieve the final quest. As that is what other people / the wiki has said. Is this normal or is it some kind of glitch? I know I beat the last quest because my char is in EP and i can travel to DC.

I finished at 49 and went to silver zone. You should be fine to do caldwells stuff.0
