Ahhh I'm not sure about Ps4 but I do know they are sometimes delayed on xbox maybe it's the same.

Issues receiving crowns: We’re aware there’s an issue where you are not receiving your crowns after purchasing an ESO Plus membership, or seeing a significant delay after purchasing a crown pack. We’re working on a fix for both of these issues.

It is listed as a known issue for console, @Banky71 it is listed under the general stuff rather than a specific console, so yes, it is the same on PS4 too

As well I have seen players mentioned they must log out and log back into the game before they receive their crowns, if you have already done that and it's been 24 hours, be sure to put in a support ticket.
