Can't Submit Support Tickets and I need Help.

I have tried about fifteen times to submit a support ticket via in-game menu and every time I try I get an error saying there was a problem and to try again in a few minutes. This has been happening at least since Saturday and I have tried over and over. I have tried logging out and doing a hard reset on my console and neither has fixed this problem.
The other thing I need help with is this: I am trying to change campaigns for free after the campaign I am in ends however, it is automatically throwing me back into the same campaign and I do not want to spend 15,000 AP to change to a new one. Is there something special I have to do to change this from happening?
