@ZOS Guild Trader Bids - Winning bid not being deducted

@ZOS If you win the bid on a Guild Trader, the amount you bid is not being deducted from your bank. Guilds are exploiting this bug by bidding their entire bank. They don't lose any of the winning bid which then allows them to bid even more the next week.
It's been happening since console release.
This needs to be hotfixed
