Quick Question about Rapid Maneuvers

I know this buffs allies as well but after picking it up I had 2 quick questions;
1. Does the visual buff just not show up on others? I've been casting it in some PvE zones around other players and don't see the visual buff surround them like it does me. Do allies have to be in the same group as me to receive it?
2. What is the casting radius that allies have to be in to receive the buff?
