Question about enchantments

So, I made an Average Glyph of Stamina that adds 380 Max Stamina (or is supposed to) but when I go to equip it on a piece of armor it says that it adds 153 Max Stamina. Why the discrepancy in the amount of stamina that's applied to the armor? I should add that this is a piece of armor that I made. It didn't have any enchantments on it prior to me putting on the stamina glyph. Can anyone help clarify? Also, the armor is level 42 and the glyph is for level 35-45 armor.
