Unable to restart quest "Labor dispute"

I'm working my way through Cadwell's silver with my AD character. Currently, I am in Eastmarch. I was on the way out of the mine, having all but completed the quest at Lost Knife Cave, "Labor dispute" when I stopped for a moment to abandon a couple of other quests that I didn't want lurking around in my journal. Unfortunately, I accidentally highlighted Labor dispute, and abandoned it instead.

Thinking it would be as simple as just running back outside and picking up the quest again, I was surprised to find that the quest giver, and about 50% of the NPC's around LKC assumed I had now completed the quest - their conversations reflect this. The other half of the NPC's act like I haven't finished it and ask me to help them, but none of them offer the quest. I got no XP, no rewards and the map icon is still greyed out and marked as incomplete.

I used the in game help to try to contact a GM two days ago, and all I got in return was a pointless email telling me to log out of the game for at least five minutes, and then a bunch of useless links with regards to UI issues, and despite my sending a return mail explaining that the issues weren't to do with the UI, and re- explaining the problem, I've heard nothing since.

I've attempted to contact people in my guild to see if someone can share the quest with me, but in our small guild people are either nowhere near up to that part, or they've left it behind and moved on to gold. A quick ask in zone yielded no results either.
I did search for this issue on the forums and got a couple of hits from people who seemed to have had the same problem but with other quests. Their issue was sorted out only with GM assistance.

Could a GM or someone possibly help me out with this please? I really hate leaving broken or unfinished quests and greyed out map markers behind.

    Could I please get at least some sort of acknowledgement on this issue? Even if it's "Sorry, we don't want to help."
    Despite my return mail to Support as indicated in the initial post, they never bothered to get back to me, and it's five days of silence now.

    Edit - I am no longer interested in seeking help with this issue. After the last patch, the NPC to begin the next phase of the questline finally appeared in his designated spot and I was able to complete the quest.

    Thank you so much Matthew from CS, who was the only rep who actually offered to get into the game and help me out. I appreciate your thoughtful responses.
